ジュネーブ国連にて開催された人権理事会61セッション（2026.2.23-3.31）において藤木俊一氏（国際歴史論戦研究所 上席研究員）が、慰安婦問題に関して韓国の現政権で起こっている人権侵害、韓国の日韓合意違反、クマラスワミ報告書の誤りについて訴えました。

副議長、ありがとうございます。
日本政府または日本軍が、慰安婦を強制的に集めたことを裏付ける歴史的証拠は存在しません。
この歴史の歪曲に抗議してきた金氏は5日前に韓国で逮捕されました。韓国の憲法が保証する「表現の自由」および「学問の自由」に反しています。
彼は、遡及的に適用された「改正慰安婦法」を根拠に拘束されました。大韓民国は彼を直ちに釈放すべきです。
韓国の前政権は、「2015年の日韓慰安婦合意を遵守すること」を国連に対して公式に保証していました。
ところが、今回の人権理事会のハイレベル・セグメントにおいて、韓国政府はこの合意を破り再びこの問題を持ち出しました。
韓国は、「朝鮮民主主義人民共和国がするように」、国民を弾圧し続けています。
副議長、我々は本理事会に対し、大韓民国が国際的な約束を履行するよう求めることを強く要請いたします。
この問題は、金銭的利益のために作り出された捏造の物語に端を発しています。それが国連特別報告者である（ラディカ・）クマラスワミー氏および（ゲイ・）マクドゥーガル氏を誤解させたのです。
彼女たちの報告書は、「利益目的で書かれた小説や漫画」が基になっています。著者自身が「金銭的利益のために虚偽を書いた」と認めているのです。
我々は本理事会に対し、大韓民国が「主権国家として」条約上の義務を履行するよう求めます。本理事会に対してこれらの「欠陥のある報告書」に基づく「対日勧告」をすべて撤回することを要請します。
これらの虚偽によって、「日本国民の名誉」は著しく傷つけられています。
大韓民国は、自国民の関心を逸らすために、この問題を「武器化し政治利用すること」をやめるべきです。

Madam Vice President,
There is no historical evidence which supports the Japanese government or military forcibly recruited comfort women.
Mr. Kim, who has protested this historical falsification, was arrested five days ago in violation of South Korea’s constitutional guarantees of freedom of expression and academic freedom.
He was detained using a retroactively applied revised Comfort Women Law. ROK should release him immediately.
The previous administration officially assured the United Nations that it would uphold the 2015 Japan-ROK Comfort Women Agreement.
However, High-level segment in this session, Korean government has broken that agreement again by raising this issue.
South Korea continues to suppress its own citizens as DPRK does.
Madam Vice President, we urge this Council to demand that the ROK honor its international commitments.
This issue stems from fabricated stories created for financial gain, which misled UN Special Rapporteurs Coomaraswamy and McDougall.
Their reports were based on novels and comics written for profit which authors confessed that they wrote lies for financial gain.
We call upon this Council to urge ROK to fulfill its treaty obligations as a sovereign state, and to withdraw all recommendations against Japan based on these flawed reports.
The honor of the Japanese people has been seriously damaged by these falsehoods.
ROK should stop weaponizing and politicizing this issue to divert the attention from their own people.
